Who Actually Pays Taxes in India?
Deconstructing the myth of India's "tax base" — unravelling the stark difference between holding a PAN card, filing an ITR, and actually paying net personal income tax.
Out of 8.62 Crore ITR filers in AY 2024-25, 73.6% (6.35 Crore) paid ₹0 net income tax due to the Section 87A rebate and basic exemptions. Only 2.27 Crore individuals (1.6% of India's population) actually generated positive income tax revenue.

Positive Tax Liability Payers (Actual Taxpayers)
Individuals whose taxable income generates positive net tax revenue for the Central Government.
Individual assesses with gross total income exceeding rebate thresholds and positive net tax payable after all deductions and rebates.
Chapter IV & XII, Income-tax Act, 1961
Just 2.27 crore individuals—barely 1.6% of India's population and ~4.0% of the active workforce—contribute 100% of the ₹10+ Lakh Crore personal income tax revenue collected by the nation.
While only 1.6% pay personal income tax, 100% of Indians pay indirect consumption taxes (GST, customs, fuel excise) on daily purchases.

Denominator: Total Indian Population (142.8 Crore). Earning more than ~₹15 Lakh per year places an individual into the richest 1% of all Indian residents, where 99% of citizens live below this income line.
Denominator: Active Return Filers (8.62 Crore). Earning more than ~₹50 Lakh per year places an individual in the top 1% among citizens who actually file an ITR. This tiny cohort pays over 38% of all personal income tax collected in India.
Three Structural Reasons Why India Has Only 2.27 Crore Income Tax Payers
Under the New Tax Regime for AY 2024-25, taxable income up to ₹7,00,000 received a full rebate under Section 87A (plus a ₹50,000 standard deduction, exempting gross salary up to ₹7.5 Lakh). For AY 2025-26, the standard deduction was expanded to ₹75,000 (exempting gross salary up to ₹7.75 Lakh). In a country where the median annual household income is ~₹3.2 Lakh, this legally exempts over 95% of working earners from any personal income tax liability.
Over 45% of India's 56.5 Crore workforce is engaged in agriculture and allied activities. Under Article 246 and Section 10(1) of the Income-tax Act, primary agricultural income is constitutionally reserved for state taxation and is completely exempt from Central income tax.
Crucially, every Indian pays taxes. Indirect taxes (GST, customs, fuel excise) constitute ~43% of Union gross taxes and ~50% of total national revenues. A daily-wage laborer or farmer pays GST on mobile recharges, soap, footwear, and processed food, contributing meaningfully to the exchequer.
